1981 cb750f carb float needle valve issue

So I picked up an '81 and ordered the carb rebuild kit. The original carbs had evidence of disassembly. The old floats were simply attached to the non-adjustable plastic float through a groove. None of the needle valve were seating when I got the bike. When I installed the new floats and needle valves, it is evident that the floats are nowhere near the level they need to be and they hit the top of the carb body before the needles seat. My Clymer manual shows needle valve retainers, but I had none in the carb on disassembly and none came in the kit. Has anyone out there had this issue? Am I doing something wrong here? I can't see how these needle valves are going to work. Note: I double checked with the kit supplier and various other sources. The kits look to be correct. Need help!
