81'K front end wobble

Bought it a year ago. Been sitting since 86'. Long story short, put 800 miles on it & new tires. Wobbles on deceleration bad around 40ish mph. Just string lined it! Was off 3/4 at front. Still its there. Tires are balanced. New fork oil (atf). psi is good in tires. New chain with proper adjustment. Loosened trees, shook front end, tightened last fall. Head brgs. seem smooth but not loose. Kenda challenger front tire is what im thinking. Frork springs are same lenght btw. I need the GURU to give me some input!

Doesn't do in in neutral or when clutch is in.

Just a guess because you said it doesn't do it in neutral or with clutch in (I'm guessing you mean it only happens when your slowing with the engine by downshifting), swing arm bushings.
