Front end wobble

What will cause the front end to death wobble on deceleration? 81'k. When clutch is in or in neutral its not there. New tires and new d.i.d. chain were installed with a straight edge from sprocket to sprocket. I'm baffled.
 
This is off topic but, you never replace only the chain, it's always chain and sprockets at the same time.
 
The wobble happens from round ball bearings in the steering neck wearing in a dent in the bearing race in the straight ahead position(normal 2 wheel position of forks while riding).
That dent causes a loose spot in the bearings and needs new bearing sets.
Replace with tapered bearing sets to eliminate this from happening.
