flasher's don't light

I'm replacing all four turn signals the PO had removed on a mostly '71 '72 and I'm needing pointed in the right direction. I'm using single wire oem replacements from Honda and the rears won't light. Haven't connected the front two yet so I don't know if they all need to be before they'll power on. The flasher relay (three prongs) clicks as soon as the key's turned on which I don't know if should be happening. It doesn't look like anything has been cut from the wiring harness and I have the wires from the lights going to orange & blue.

There's continuity from blue & orange lines up front to the metal casing of the flashers. This means the internal grounds in the flashers are good, correct?

I've swapped out the flasher relay with no change.
