Ebay rebuild kit....some differences

Ok, so i tested the bowl with the broken drain screw, and there was a steady drip coming from the small nipple on the bottom of the carburetor. Nothing from the drain screw. Does this make sense?

Yes, that makes sense. That's the way the drain screw works. Think of it as a valve.
You need to replace that drain screw. Did you test all of them?
 
It shouldn't, the tips corrode off and normal. The actual seal part is the blackish discolored ring further back, the contact hit.

And how much do they really get used??? One could make that one an outboard carb location and simply glue the threads up with epoxy to never drain it like most carbs are.

This option sounds great. Would either gorilla glue 2 part epoxy or jb weld work? I have both.
