Countershaft seal - split the case?

Looks like you can if careful. There is no ridge on the seal or groove in case that locates it like on the later DOHC, which absolutely must split cases to change the same part.

I'm sure someone else more knowledgeable will come along to verify that.

The issue may be getting the old one out without putting trash in the bearing directly behind it.
 
I have replaced four or five without splitting the case. Removing the transmission cover gives you more clearance but it is not necessary as long as you use care. Clean the area well before you start, as amc49 pointed out, the area around the front sprocket gets pretty nasty.
 
If the seals are not leaking I would not replace them. I have seen people create leaks by replacing seals and not getting them in straight. If it aint broke dont fix it.
