Battery Not Charging / 'Cold' Weather Starting

So I have two problems I'm hoping to resolve on my 1980 CB750F...

1. The battery is not charging. Above 5k rpm the battery is getting (at most) 12.5V. The bike will run with a dead battery, which tells me it probably isn't the stator or rotor... Correct? I haven't started digging into yet, so I'm looking for some ideas to chase. Rectifier maybe?

2. The bike does not like to start in cooler weather when outside. By cooler, I mean anything under 65F. Strange part is that if it was in my garage, it starts just fine, but if it was outside it takes 2-3min of off and on cranking to get it going. I know old bikes + colder weather don't get along, but this doesn't seem right, as its not that cold out.

1. The bike will not run on a dead battery unless You have a magnito conversion. The stock system uses battery ignition. 2. WEIRD could be something electronic .
