Removing and Replacing a Tire Valve Stem

Got my 76 cb750 out of storage and the rear tire is not holding air. Using soap/water I found the leak at the base of the tire valve stem. I would like to replace this the cheapest way possible. Any tips/advice? My repair manual is not very helpful. I'm having trouble finding the correct valve online. The valve stem is angled coming from the tire and doesn't feel very well held in place.

-Is it necessary to remove the wheel and take tire off or can I use one of these valve removal kits?

-How do i know if i need to replace the core of the valve or the entire valve stem?

-What would a shop charge for this?

Edit- The valve stem is old and definitely should have been replace with my last tire change. The shop did not do it, I did not check and now live to far away to get them to fix it.
