Hard start, kick and kick

Hello all I am new to the site. I have a 1975 Honda 750, the timming, compression, valve adjustment, and carb cleaning, new battery, plugs, and tested coils have all been done to spec. I have no electric start, so I must kick it, when cold with the choke on it does not seem to want to start at all almost has a not wanting to start blaaa sound. So with the choke off I just have to crack the thottle and kick and kick maybe 10 times, then it will start. When warm it will start after a kick or two with the throttle cracked a bit and choke off.

Why does the choke not seem to do anything, and what do I need to check or do?
