I don't know what to do here with this headlight screw

Just a light turn and the thing started stripping. I guess I'd just slather it in WD40 and let it sit for a few min, then try again with the screwdriver. Anything I'm missing? I'm new to this..

Trying to install little bullet style turn signals on the headlight where the ugly reflectors are on the side...

soaked it in WD40. Tapped on it from every angle with a flat head screw driver and hammer. in between both washers and around the screw from every angle. tried tightening it just to see if it could break its rusty seal... that sonbitch is not moving. soaked it in WD40 again and will wait a few more minutes..

vice grips around the outside?
 
Yes I would say vise grips on the outside. You are going to ruin the bolt anyway.
